The changes below are the DfES and LSC response to recommendations made by the Modern Apprenticeship Advisory Committee (Cassels) Report, the Modern Apprenticeship Task Force under the Chairmanship of Sir Roy Gardner of Centrica Plc, the joint LSC/DfES "end to end" review and the work of the Task Force in its first year.
The reforms consist of:
- Young Apprenticeships for 14-16 year olds: Initial opportunities will be in engineering, automotive industries, business administration, logistics, and the arts and creative industries. These have been available since late 2004 for those at the beginning of Academic Year 10. The new Young Apprenticeships are at level 2.
- A Pre-Apprenticeship offer: This will be based around the Entry to Employment (E2E) programme for young people that have potential but are not yet ready or able to enter an Apprenticeship or may be currently disengaged and disenfranchised from learning. E2E is now formally being introduced into the Apprenticeship family. A ‘Pre-Apprenticeships’ offer will be based around this programme.
- Apprenticeships at Level 2: renaming of the old Foundation Modern Apprenticeship.
- Advanced Apprenticeships at Level 3: renaming of the old Advanced Modern Apprenticeship.
- Opening up of Apprenticeships to adults by scrapping the arbitrary 25 year old age limit: The DfES is working with Sector Skills Councils to develop appropriate provision for learners over the age of 25. In Wales there is no upper age limit for Modern Apprenticeships.
